Physical Description
Upon first impression, Kosal Vithu comes across as a mischievously charming young man. He looks to be in his mid-twenties with a slightly exotic, olive-skinned complexion. Kosal isn’t tall, he appears to be slightly shorter than the average man of his age, which helps add to his charm. Kosal keeps his facial-hair neatly trimmed, leaving the slightest hints of a short goatee and moustache.
Kosal wears a long dark over-coat, which is his predominant item of clothing, followed closely by a large hat which he wears to add credibility when dealing with the middle-classes.
Possessions
Kosal’s long dark over-coat is the greatest physical asset to his profession; it is lined on the inside with numerous secreted pockets, which he uses to store some of his questionable trade.
Kosal possess four weapons; a stylised, single-handed rapier, two throwing knives and a secondary long-knife. Kosal prefers to keep his hands clean, and does not openly pursue battle, but realises in his line of work that he must carry protection.
The only other item of note Kosal is carrying is a highly addictive, potent hallucinogenic drug named “Night-Cap”, which is heightened and infused with magical properties; the sole purpose being to provide the consumer with an ever more surreal “high”.
Abilities & Strength
Kosal (in a humour not lost on himself) learnt how to become proficient in the sword-art of fencing at a young age. Later in his life he honed that skill to his own style of “dirty” fighting; losing patience in some of the more pompous etiquette of the art, he has now adopted a more cut-throat style of fencing.
Kosal has the ability to evaluate the street worth of the majority of the questionable goods he deals with, understanding the value of both stolen items (anything from a suit of armour to a cutlery set), and the value in weight of most illegal drugs.
Although Kosal has neither the desire, nor the ability to learn magic, he has a sixth sense when it comes to identifying if a product has magical properties or not (even though he may not be able to evaluate what those properties are, he can sense if an item is magical). As a fence, he appreciates the value of magical artefacts as a business, but lacks the patience or will to learn the craft himself.
Kosal’s primary strength would be his reputation in the Historic Ruins of Marn among the thieves and smugglers, as a fence. This strength also encompasses his trader contacts in the Downtown & Business District, who he uses to sell on his goods.
Weaknesses & Flaws
Kosal would likely be a wealthy man by now if it were not for his gambling addiction, an addiction that has lost him his fortune time and time again, a flaw which goes coupled hand-in-hand with his alcoholism. It is due to this condition that he finds himself in what may be his worst predicament yet (please see history).
History
Kosal was raised in the Downtown District of Marn by his parents, who were both respectable traders until the age of 5 when they were killed by a racketeering gang. It was only in later years that Kosal learned this killing was not a random attack but it was an orcastrated act, carried out in order to settle his father’s debts, debts he had kept hidden from the family and all around him; he had borrowed money from the gang and when it became inevitable that he wasn’t going to be able to pay those high debts back, the racketeers settled the debt for him.
Kosal was raised from that point on by various friends of the family as they saw fit, in order to give him as normal an upbringing as possible for one in his position. The effect was Kosal’s cynical view on life.
Kosal had a natural flair for business being the son of two traders and craftsmen, but found no desire in hard-labour; he watched as the tradesmen around him toiled at their respectable crafts day-in, day-out, in order to sell them and provide a living for themselves. Kosal saw potential in cutting out this strenuous aspect of trading... trade was not a problem for him and his natural charm; it was the labour of smithing or engineering that he found tedious.
He began buying goods from thieves, highwaymen and smugglers for a fraction of their worth, and then sold them on himself. Kosal had such an animosity to hard-work that he eventually started selling his goods onto the other traders, in order for them to sell them onto the general populace. He saw himself as the perfect middle-man, able to blend in to both societies.
His fencing did not stop at stolen goods, he moved onto drugs, information, magical artefacts and other illegal artefacts. Kosal found himself seeking constant pleasures; prostitution, alcohol and gambling... it was his addictions that brought him trouble.
A particularly ruthless and notable client had hired his services in acquiring the potent drug Night-Cap. Kosal hired a group of smugglers to acquire the rare, magical drug, with no trouble. In an early celebration of his soon-to-be wealth, Kosal drank himself into a stupor; when he finally awoke, he had missed the meeting with the client. Kosal was hunted down by some hired mercenaries, only to be informed that his tardiness had cost his client dearly, and that Kosal would reimburse his client with his swift demise.
Kosal only just escaped with his life, now hunted by a particularly vicious enemy, and in possession of a highly illegal drug.

I'm curious about his ability to sense magic within an item, is that in a way a magical ability that he has?

It would be a magical ability, but one he was born with. Kosal himself doesn't consider it to be magic, just a keen intuition when it comes to the value of artefacts. The ability itself is a passive one and does not emit any kind of physical identification (such as a flash of light) when it is activated, and only works on inanimate objects or plants, he cannot sense if a human or animal has magical gifts or powers, only the items they may be carrying.
Kosal has no intention in pursuing magic; in his eyes, the study of magic sounds like far too much hard work, something he is generally adverse to. However I suppose if a law-enforcer realised he has the ability to identify whether an object is magical or not, it could pose him a great deal of trouble.

Sounds good to me. We have couple of characters already with passive magical abilities and most of them don't even realize that the reason they tend to be lucky or a little better at something than the next guy is because of magic, so yeah that works for me.
