When Frug says "Do not use point form for these two parts of the profile." in how to apply under character applications, does he mean don't use 1st person pov?

No, he means (complicatedly enough) do not use point form.

Write out these sections in full sentances and paragraphs, in detail. Read some of the existing (accepted) characters for some indication.

We are looking for your skill as a writer in the application, point form does not do that but instead we expect the application to be a chance to show off your descriptive writing.

Is point form what we brits call bullet points?

For example;
  • *My character has red hair

    *My character likes to smile

    *I like cheeseballs

Basically, yes, Aislinn.

Point form is pretty much anything that isn't a full sentence. As long as you don't use a dash (-) or some other form of bullet, it should be fine.

I had to put that rule in there after some kids came to thar and started causing a ruckus. I won't say where they came from.
