That's from my "Coinneach's Free" thread. That's the only idea I've thought of with those two. Poor Coin >DWould Zhou Lei know Coinneach is a fae? That would cause an interesting problem. As for Zalon, it's possible someone in Shim (probably Margretta's parents, the girl he drowned recently) would hire him to capture/kill Coinneach. I don't know if I would want that guy after my character though. I'm confident in Coinneach's ability, but that guy doesn't quit and that's kind of scary.
But yeah, I'm interested.
Zhou doesn't have any way of knowing who has magic and who doesn't, but he has access to scryers who can report suspicious things, and if anyone did report something he would get sent out to investigate it. Probably the latter suggestion, that he's been assigned the task of killing this nuisance. If I remember coinneach's history, he's known in marn right? So Zhou would be investigating if Coinneach was going "too far".

I smell a plot! 
In PMs we've basically agreed that the government allows him to stay in the river in exchange for his powers, if needed. That entails him having certain liberties they ignore, like enjoying his morbid hobby. However, with the citizens this riled up, I could see them sending someone to admonish him or investigate whether, like you suggested, he's gone too far. That would be a good start.
Or perhaps the government has "forgotten" about the pact and is sending a battlemage to quiet the citizens' supplications for revenge. That actually matches with Aislinn's prediction, though we'll see if he dies as a result or not.
Perhaps the decision to kill him rests with Zhou Lei himself? His mission is just to please Shim enough to get them back to work.

Indeed. Well, if Zhou is sent, it will surely be to investigate, although like all battlemages he has the authority to do whatever he feels is necessary to rectify the situation *coughs* . The government wouldn't have forgotten the pact though. They're not like that. They follow their laws in a twisted sort of way.

We never really fleshed out the whole thing but for this we may want to. I guess if Coinneach gets kicked out they don't have him to help them, so they don't want that. And surprise, he does help. Maybe I should have put that stuff in his profile (though I hadn't thought of that then, since he was too new in my mind).
Since he can control the river, he's probably stopped major flooding and potentially could thwart a ship-based invasion (from down/up the river). That's what he would be required to do under the pact, otherwise they would have had him scram at the beginning. It would make sense that they would keep that bargain.
