Physical Description:
Volinger's look is unpredictable which, ironically, may be stereotypical for gnomes. He carries a slight ponchyness from the love of his wife's cooking and he has a ruddy, lightly freckled complexion. His gait is instantly recognized by those who know him, it's something of an eager hobbling.
The little man's face is extremely expressive, even caricature like. Volinger has bright green eyes under dense red eyebrows. his smile curls ear to ear and, when he's puzzled, he can close one eye so tightly that half of his face seems to cave in over it.
A feature more prominent than his proud nose is Volinger's grand mustache which he spends at least an hour every morning designing with sweeping curls, always eager to compete in annual mustache contests.
Volinger feels nakid without his "utility belt" which is covered in dangling trinkets and bric-a-brac. A huge compass, a jar of glue, a gilded sucking straw, a set of copper filaments, clay batteries, a drill, spare parts and items of no determinable utility which he cannot bare to be without.
Volinger also loves hats. Many of his friends have never seen the top of his head. They are always embroidered, ornamented, tasseled or feathered- anything to give them "bounce"
The Gnome has a wardrobe of flamboyant color which is always slightly faded or patched and scuffed at the joints.
Possessions:
As mentioned above Volinger has his beloved tools but also he has a considerable home in Marn where he lives with his wife. He's Chief Engineer of quadrant 4 for C&J Electric which has given him some luxury, status and privilege- especially among Gnomes.
He has a grumbling human butler and chauffeur named Clyde, A stable, wine cellar and, his favorite place in the world: a small workshop in the yard made of twisted engines and junkyard scrap. Inside is a wonderland of pointless whirring gizmos.
The Gnome enjoys the perks of his social station, but his work as a chief engineer has left him feeling a little stuck because his real passion is inventing things.
He always has a top secret project in the works. Volinger's ideas are usually home improvement related, goofy gadgets which are a more round-about ways of doing a simple tasks. To his wife's chagrin, His house is filled with these novelties.

Powers or Strengths:
Volinger is good at his job.
He is fascinated by people and takes genuine interest in their lives.
He's kind and generous to strangers and the poor.
It's well known that he hosts outstanding parties with wine, poetry and song, almost every weekend and he loves to entertain guests.
Volinger has a great respect for gnomish logic and discovery and a touch of genius (perhaps madness) that drives him to pursue technological progress.
He abhors direct violence thinking of it as a barbaric and he looks forward to an age of enlightenment and easy living through Gnome technology.
Weaknesses:
Volinger is curious about the universe but is not very well traveled. He gets his knowledge from all the books he can get his hands on and believes elite gnome scholars more than explorers or adventurers. He has booksmarts without streetsmarts, intellect without wisdom- he's a naive armchair thinker.
Some of his stranger inventions come when he gets overly zealous to publish a new find, or builds on an unwarranted conclusion from another Gnome which leads him to outlandish pseudoscientific thought like the creatures he believes live inside of a frequency of electricity, or the ability to harness thought waves. He has a hard time letting go of these ideas when they capture him.
The want-to-be inventor fails often, sometimes disastrously so. His workshop has been entirely rebuilt 3 times so far. This has, in the past, endangered his home and the lives of those around him. He values these failures as learning experiences and he's eager to jump right back and blow himself up again.
One such incident left him with a nervous tick whenever he hears a boiler whistle.
Volinger likes to play games, strategy boardgames, number games, logic puzzles, word games and riddles- but he's prone to grandstand when he wins and he's a very poor loser.
Volinger is fond of showing off his knowledge so he uses the most technical jargon just so people will ask him to explain and then he can get a sense of superiority and subtly patronize them. He often drops quotes from obscure or celebrated authors to seem well read. In the right crowd this goes over well for him, but usually not.
Volinger looks down his bulbous nose at "accomplished warriors" and "war heroes" the idea of swinging a sword around is offensive to him. This isn't to say that he's a pacifist, he longs for a day when some clockwork battle suit or areal juggernaut will put an end to all combat training and silly war business. He believes direct conflict can always be avoided if one is smart enough and sufficiently prepared.
This funny little man has a weakness for sweats. scones, cakes, tarts, marang, nougat, fondant. For his wife, it really was the one way to his heart. He is otherwise quite dense in matters of romance, more interested in electricity than love.

Volinger was born in Marn with a wrench in his hand, another Gnome machinist in a proud line going back 4 generations. He learned the trade of his father and he still works to surpass his old man with whom he still gets into spirited technical arguments that only they can understand.
He met his wife Lini at the companies quarterly festival where she saw him entertaining an adorable gnome child with a steam top, and became infatuated with him.
Volinger hasn't traveled terribly far from home, kept in place by responsibilities to his job, but he does dream of getting away on some amazing expedition to do great things like harnessing the power of volcanoes or discovering some new phenomenon.
The bans on magic suit him well, like many people who garner most of their knowledge from what they read, he buys into much of the government propaganda. He would disagree that gnomes use magic to craft their devices, he thinks of it as merely scientific. Though he's not exactly patriotic, he has been known to defend what he believes to be a great democracy.
