Like Ming said the guard aren't so much fighters as they are the police force of Marn. Sure they sometimes do encounter fights with the occasional criminal that is resisting arrest, and that is why he would be wearing armor and carrying around a weapon.
I was personally going to let the stories about fighting monsters stay because I'm pretty sure it said that these stories were vastly exaggerated. For all we know he could have been, and probably was, just caught in the middle of some fight with a shifter or a magic user and just claimed it was a monster. To make his job seem more glamorous he could claim to have battled a dragon when in fact he just had a bad run in with some guy who could cast illusions and make it look there was a dragon in the woods or outside the city.
